PEOPLE had an early advantage of being organized in Freehold.
They also realized that much of the Latino community is often afraid to approach
any authorities. Thus armed they petitioned the township to pass ordinances
that: prevented the Latino community from gathering in public, to close a
muster zone used to seek employment, and change apartment-housing limits.
In this way PEOPLE hoped to make it impossible for the Latino community to
economically remain in Freehold, effectively starving them out.
